    IIRC Viper cuts out power to the lead to the starter relay (solenoid), not fuel. When Viper is in alarm mode you won't be able to crank. Fuel cut off sounds like the factory anti theft system using a 'chipped' key. If you have had to use the two key trick in the past, that points to the factory anti theft system as the source of your issue.
