Do i need to use the headliner with the foam on it or can i pick out a piece of fabric and glue it down. Will this have any effect on the instillation and installing other parts?

You can use both, but the foam works much better

So will the spray on permatex work just fine if I just use the fabric. Also Can I put the fabric over the standard headliner with clue under the headliner attaching it to the frame, then clue on top of the headliner attaching it to the new fabric. And will the glue hold over the next few years?
Do I need to buy anything special when it comes to the glue?
I use spray on contact cement. The foam will show imperfections less. You need to remove any old foam with a brush first so the glue will stick. The best way to do this is to remove the whole thing and lay it on the ground so gravity will be your friend

What does the padding do on a normal headliner, will it look ok if I just used a fabric.
It helps cover small irregularities in the base
