Sounds like a fan to me. When your driving at speed your getting enough air through the rad to keep it cool. When your sitting there is no fan to pull the air through. IDK that's the best o can come up with.

I will be there thiss weekend... not sure what days... but likely one of them i will be in a neighbor of mines jeep, Hers is a stock wrangler with side steps that hang low like nerf bars. I told her we could try hard not to damage them but no promises!
