Cooling fan

Sooo....couple questions. 99 xj was running warm in stop n go traffic. Went and flushed cooling system and was going to replace thermo when i noticed the low speed cooling fan would never kick on. Its my understanding that it should kick on when the thermostat opens or about then. So, i checked fuses, switched relays around and those seemed fine. Turned a/c on high with the engine at running temp and that fan never turned on. I had read that it should turn on when a/c is on. So off to store i go assuming it is the fan motor. Well new fan is in and ot still does not kick on. Although in creeping around the neighborhood after coolant flush the temp never went above 210. Any suggestions?

I believe the fan only comes on when the temp hits 218°. It is on the earlier models the fan comes on when the compressor comes on
