No buss on the gauge cluster can be caused by a poor connection at the back of the cluster. The tach jumping around is caused by no spark from the plugs. That code is not on my list, however that code is used by Chrysler for control module signal problem. That is about all I can tell you on that code. If however your ECM is going bad, then that would explain a lot of it and the code
