Yep it's a nut with a metal tab. It the tab stops against the hole and holds the nut while you tighten it. Same thing on the track bar at the axle.
It sounds like it wont come out because the axle is binding it. I had a hard time getting my left upper bolts in. I had to put a jack under the shock mount to kinda twist the axle forward.
Also I think your bolt is siezed to the inner sleeve of the bushing. giving it the appearance of some kind of funky dealer only part.
I am no expert, so someone please correct me if I'm wrong.
