Under Steering Wheel Wiring Question

Here are the wires in question. As you see the one with screws has two toggle swithces that are broken and a brown and black wire leads to the one with electric tape.

As you can see the wires are under the steering wheel.

Here is the blue one again, so you can see where the broken toggle switches were.

Ok so I tried to follow the one with the toggle switchs to see where it leads so I can figure out what it is. It goes around the steering wheel to a gray box and that is where I lost it.

I have done some more Research and think the black one might be the OBD plug. Could this be Right?

I'll try and look on mine if I get a chance this week, but you might try and take a look at one in a local salvage yard that way you know exactly what you are looking at.
