It's not dumb at all. I recently set chatbox so that every registered member could SEE the chatbox, but not send message through it. To be able to send messages via chatbox all you need is 100 posts.

I ran out of colors for the various groups. I set the background color to yellow for all the xjtalk staff members. So it's me and the moderators. I know stop touching stuff...
