Cranking no start

1999 4.0 auto box dies while driving. it doesn't communicate with my snap on scan tool so can pull a code. i've changed the cps,(oem) swap around fuel pump relay and ASD relay, checked grounds and final straw changed ECM and still no start or communication with scan tool. can some please give me a run down list on how I should start from scratch, cause i'm obviously missing something:bang:

No comms? Is there a CEL "light" on?

CEL is on ,no needle function, the no bus popped up at one point while cranking.
