Are there any wires/hoses coming out of it? If so, where did they go?

Most likely vapor recovery.
There was some retarded EPA mandate a while back that forced gas stations to start putting those rubber sheaths around the pumps nozzles, and vapor recovery systems in vehicles made after a certain year. Needless to say, it's supposed to be there.
But i also think that that black box contains the roll over shut off valves too. In the case you find yourself on your roof....the valve sin there shut, not allowing gas to escape.... or something along those lines.

May be a strict state only thing.. our pumps here are circumcised.

I would lean towards at least the fuel tank shut off.
