I guess I don't understand. You posted this in the Announcement section, so in my mind you can get to the Announcement Section. Maybe there was a specific thread in this section you were trying to get to.

If you were trying to create a NEW POST you do not have permission for that. This is an area where admins and moderators make announcements. I have set permissions allowing registered users to reply to the posts.

If you have some announcement you best bet is to put it in the "General" section.
