Power steering tight at low RPM

Takes a lot of muscle to turn at low RPM. I figure the power steering pump (edited, had box but meant pump) is on it's way out but figured I would see what you fellers thought.

Fluid is full, belt is tight (too tight?)

I would suspect the pump first on that one. If it works properly at higher rpm, then I think the box is OK
