Should there be a PCV valve in this spot? Right now there is just a hose connected to another hose. It's a 1996 with 4.0.

That will work, and probably better than stock. There is no valve there, just a plastic fitting that tends to gum up sometimes

Cool, my Chilton manual is on the way along with a valve cover gasket to fix the leak. Figured while I had it off I'd fix anything up top. Any clue what that red wire is? Not a clue. That wire is non standard as far as I can tell. If is was factory it would not be coming off there. I have one like that that dead ends with a plug, but it comes off a single terminal

As to the wire. Pull the fuse and see what shuts off.
It might be to an accessory the previous owner installed and removed before selling.

Might put an elbow fitting on that hose.... and agree with stray wire, it's aftermarket, probably for some lights or something the previous owner had but took off.
