Jesse, that is a twin stick set up probably for a D300 transfer case, but very well could be for an Atlas 2 speed. These transfer cases are both entirely gear driven, as opposed to the NP cases that have planetary low range and chain drive for the rest. Makes them lighter and cheaper. The lever on the right I think is probably for an Ox locker. There are other options out there, such as a 231 doubler or Klune V underdrive for that side lever. Another option that I have is this.

Atlas 4 speed transfer case. I just put the console back together and cleaned it up just for this pic for you :D

sorry for the newbness. so the fancy TC has basicaly its own clutch in it?
one could have a shifter to lock in a locker? :D
so when going from 1-2-3rd gear one must shift the TC at the same time?

No, sorry for the confusion. The D300 is old school, out of the late CJ5 and 7. They originally had only one lever that was a pain in the ass to use. Most people go even older school and use dual levers for them. One lever operates the front axle gears and one operates the rear axle gears. You can use either axle independently, such as the familiar rear only or now front only. The 4 speed I have works the same for the dual levers. The third operates a planetary with a different ration than the transfer case. The resulting combinations of 1:1, 2.7:1, 3.8:1 and 10.4:1 operate the same way you use a transfer case now, except I can do it in front wheel drive only if I want, called a "front burn" when wheeling. You use the transmission normally in each ratio, just as you do now with the two ratios you have
