My Jeep runs warm in normal operating conditions, http://img.tapatalk.com/d/14/06/19/u6asa5ub.jpg
And over heats with AC on if not moving.

New radiator, flush and new coolant, new electric fan and pigtail. Fan clutch seems to be working good, but is missing the fan shroud. Could fan shroud be my problem or what are some other things I should look at?

Yes, the fan shroud definitely will affect it. I'd pick one up because it helps direct the air where it needs to go

Yep ... get yourself a fan shroud.

You will most likely need a fanclutch too ... but get the airflow right for starters.

Without a fan shroud, there is very little cooling effect from the fan at low engine and vehicle speeds. Without ram air, you'll be heating up.

The missing fan shroud could indeed be the problem. The shroud allows the fan to pull air through the radiator and exchange heat with the coolant. Without it, the fan just spins the air that's inside the engine compartment and has virtually no cooling effect whatsoever.
You might also want to check the drivebelt tension and tighten if necessary. Maximum belt deflection should be 1/2" along its longest free length.

http://img.tapatalk.com/d/14/07/01/repe9yhu.jpg new fan shroud installed. Sitting in line at the bank today with the AC running she kicked the overheat light on again?

Fan clutch.

If you haven't replaced in the last few years...or ever...it's likely weak.

How do you mean the fan clutch seems fine?

Has resistance when you try to turn it by hand.

If it feels stiff, it probably is shot

Yep, replaced mine and made a big difference. Fair warning though, I purchased the "Heavy Duty" fan clutch from AutoZone and it's pretty much a ZJ fan clutch. The bolt slots didn't line up quite right either and I kinda forced it. I'm still waiting for the fan to rocket out my hood like a clay pigeon lol. I doubt it'll happen, but that's the experience I had with it.

Noticed tonight that the plug for the electric fan has short in it again, might just hardwire see if that helps...

Repaired the electric fan plug. Still idling at 212°F, fan clutch free spins with engine off.

212°F seams high?

210° is normal for a 4.0. Fan comes on at 217°

212 degrees F sounds normal to me for summertime idling.

Idling with AC on full blast, think I might've beat my overheating problem!

Might want to make sure that radiator is clean after sucking all that mud into it. Been there and done that and regretted it later that day

Maybe replace the water pump if you have over 150K on it, the hoses and drain but don't flush the radiator.
