I say start spraying them everyday with liquid wrench, PB blaster, or whatever is your favorite penetrating oil. Hopefully by the time you're ready to replace your leaf packs they'll be ready to let go.

Sorry I don't have any of the information you're actually asking for.

When I did mine, I opted to do the same thing, I knew they were going to give me grief.
Although I DID extract mine, and not cut them... here's what I used to swap them out:
"XJ 1984-2002 Cherokee Jeep 4WD - Rear Spring Eye Bolt Kit" (http://www.jackit.com/suspension-parts/leaf-springs-and-components/spring-eyebolt-kits/jac1022.html)from Jack-It
Cost is only $42.77 (it was like half that when I bought mine 6 years ago or so.)

Thanks for that link Josh.. Will probably be needing that, if/when I upgrade the suspension currently on the 90, as I've looked at those bolts, and they are def going to be quite a PITA to get out of there...

OK Found some good info.... here ya go.
Replacement part number from Chrysler is 34202118

These are used for:
1) Attaching the front "fixed eye" to the capture nut which is welded into the uni-body,

2) Attaching the rear "shackle eye" to the lower hole of the spring shackle and is held in place with a hex head nut, and...

3) Attaching the rear spring shackle, thru the top hole in the spring shackle, to a capture nut which is welded into the uni-body.

The thread spec. is M 14-2.0 and it is a Class 9.8 hardened fastener
The entire bolt from end to end = 135 MM (5.40")
The shank from under the Hex Head flange to the end = 120 MM (4.75")
