If you have a 4" angle grinder with a sanding disk or scotch brute pad it will come off in a couple of minutes and you will have some clean metal to work with

....if you cant get it up, I would recommend a little blue pill.... I hear they work wonders. :D

In all seriousness, Yea I would use an angle grinder, and I would stay away from the typical grinding disks, or flap wheels.
You'll want to go with something that is designed more for stripping paint...
THESE work real well on the undercoating when prepping to weld on frame stiffeners.

They're called "Clean Strip Disks" ....and will be what you're looking for at your local hardware supply store. (home depot / ace / lowes / etc....)

They even sell them at Harbor Freight (http://www.harborfreight.com/replacement-wheel-for-electric-paint-remover-66101.html) for like $7.00

Good luck.... be sure to post up yur solution, and some "after" pics too!

Josh knows from experience... and if the blue pill doesn't work, he has a banana hammock and Bane mask that'll do the trick. Just let him know what breaks first....

They worked beautifully Thanks :D
sadly it took it down to fresh metal so i had to spray it over with a edging primer to keep the rust from spreading ill post a picture later now just got to cut out the rust and weld in new sheet metal :D
