I can't remember if it's left or right now, but one of them either doesn't work, works fine, or makes a electrical shorting "sparking" sound after a blink or two.

I suspect I'll be changing it out soon. :(

Sounds to me like the turn signal relay going bad

I can hear the noise and change it by moving the lever so I'm pretty sure that's where the problem is on mine. Just thought I'd describe mine in case you were hearing the same thing as well.

I would start with the flasher. If you get the heavy duty type, they will flash with one bulb or ten. Handy for towing

My daily driver XJ had the same issue, replaced the flasher with a Triton EP27 and all issues went away.

Triton EP27 is also the one you would want if using LED lights, just saying.

Turn signal would blink once, maybe twice and stop. Replaced flasher relay today on the 99, all fixed.

My right blinker has a constant dim light on the dash panel. Sometimes I can make it turn of by flicking the blinker to the right and letting it go. That turns it off for a little then.....
Oh yeah, sometimes the damned thing never blinks, then it works the next time. :bang:

I have a similar problem on mine that has shown up on other early XJs. I found there is a power bleed in the printed circuit panel on the back of the cluster. Found that by accident. It apparently is in the area where the plug connects to the back. But you may also have a problem in the switch in the column also
